The swinging icons in front of buildings mean that you do not have tenants - which mean no income. YOu need to attract them with more entertainment etc.

The reason it won't let you proceed is because you haven't bought the correct improvement - check the upgrades (should be an arrow in the bottom left, if showing you must purchase the item shown in the picture).
