the bulletin comes up after uv completed 3/4 goals.Then u can build ur temple.There r only 4 levels on this and r all more or less the same.

that is no help. Bullentin isn't showing during tutorial.

I am experiencing problems. The tutorial says to click the bulletin to get commission, but there isn't any and arrow isn't pointing at anything.

Go to money and goals, that will tell you what you need to complete commission - bulletin will pop up when you have achieved enough workers, materials and houses etc.
You have to buy, clear and build houses - that will earn extra money to train workers.

I couldn't find any bulletin either. So I skipped the tutorial, but in next level when It asks to build a temple I have no idea how to do it. :-(
